That pathway is not a universal start date for every company or city. Overseas commercial services, app downloads and vehicle displays do not demonstrate Australian approval or a local passenger service.
Ground support is one part of the operating model
Fleet operations combine vehicle and system responsibilities with practical local support. Charging, cleaning, condition reporting and maintenance coordination would need to fit the operator’s requirements and applicable permissions.
